FREQUENTLY ASKED QUESTIONS - VALUATION ROLL
1.  What is the timeframe for the finalization of the process from the 31st March when all
     objections      must be lodged at the Municipality until a decision have been made?
We plan to have the majority of objections investigated by the valuer by the end of May 2009. If the valuer determines that an alternative recommended market value is proposed, the value will be adjusted. If the valuer adjusts a value by more than 10%, the matter will be referred to the Municipal Manager, who will submit the decision and the objection to the Valuation Appeal Board for review. The appeal board is constituted by the MEC for Local Government. Finalisation of objections referred to the Appeal Board is outside of the control of the municipality.
2.  What will happen after the objection have been lodged and the matter is not
     finalized to both parties (owner and municipality) satisfaction?
The results of the objection will be confirmed, reduced or increased. The valuation will always be pegged to July 2009. Should the value be finalised at a higher level than the amount that payment is based on, interest will be payable. Equally, should rates have been overpaid, interest will be credited to the ratepayer. (See also paragraph 1 above).
3.  Will there be any form of appeal available for the home owners if a valuation is not
     according to their satisfaction?
You have the right to object to your valuation. The period for the submission of objections closed on 31 March 2009. Late objections must be accompanied by a letter of motivation stating the reasons why it should be considered as a late objection. An objection form is not available for the completion of late objections.

4.  We hear that an amount of R 3500, 00 is mentioned that has to be paid by the
     homeowner when they lodge an objection.  Is it true and at what stage will this
     money had to be paid?
Yes, it is the tariff that has been approved during the budget process for the year 2008/2009. A more appropriate tariff is currently negotiated with Management, and will be reported as soon as it is finalised.
5.  According to the advertisement this new valuation roll will be implemented on
     1stJuly 2009.  What will happen if this process has not been finalized to the
     satisfaction of all parties?

6.  What will the rate be (cent per rand) that will be used to determine the final
     monthly rates that have to be paid?
Legislation requires municipalities to keep their property Valuation Rolls up to date by conducting a general valuation of properties every four years. In Setsoto, many properties have risen in value since the last general valuation in 2002.
One of the questions many homeowners have is whether this rise invalue will mean paying much higher rates. The answer is generally no.
In the past few years, Setsoto Municipality has increased rates in line with or below the inflation rate, and this is not expected to change. The rate (or cent-in-the-rand) will be adjusted to compensate for the general increase in values.

7.  How does one use the Website to obtain information regarding my property?
First you need to login to the Setsoto website at www.setsoto.co.za , look at the left hand of the screen, close to the bottom, where you will find an icon named “VALUATIONS”. By clicking on the icon the valuation roll per town / unit will appear on your screen. If you already have the Acrobat Reader program on your PC you can now proceed with your search. If not click on the appropriate icon just above the valuation rolls to down load the required program. Open the valuation roll in the PDF format. On the toolbar you will find a block displaying the words “FIND” in it, type your surname (eg. du Toit must be typed as TOIT) into the block, click on the arrow right of the block and then click on search. The first occurrence of the surname will be highlighted, if it is not your property continue until you find the correct property.
8.  How was the valuations been done on my property?
The Council outsourced the function to compile the valuation roll. The Rates Act determines that an approved Valuer need to do the valuations on the properties. Section39(1) of the Act stipulates “A municipal valuer (a) must be a person registered as a professional valuer or professional associated valuer in terms of the Property Valuers Profession Act, 2000 (Act No. 47 of 2000);” Various tipe of methods may be used by the valuer to determine the value of a property. Based on the fact that this service has been outsourced it is up to the valuer to use an approved method.
